A gender-sensitive analysis on unemployment benefit system: rules and coverage

Abstract
The purpose of this study is to identify the gender unfairness of unemployment benefit system from a gender-sensitive perspective focusing on coverage by gender and rules for the system. Major findings are as follows. First, the rules for unemployment benefit system were unfair to women, and the benefit levels of women were much lower than those of men. Second, the share of covered women was lower than that of covered men. Third, from the results of logit analysis, we found the significant effects of sex on whether or not insured. It means that women are more likely to be uninsured than men. These findings point the strong evidence that unlike unemployed men, unemployed women are treated unfairly by unemployment benefit system.
